The necessity of total quality
Quality is no longer
a luxury that educational institutions aspire to. Or alternatively, you take it
and leave it. Rather, it has become an urgent necessity dictated by the movement
of contemporary life. It is evidence of the survival of the spirit and spirit
of survival in the educational institution.
The emergence of the concept of total quality
Is the expression
quality a new expression in our Arab-Islamic culture? Of course it is not. The
best evidence for this is the saying of Allah Almighty. “And you see the
mountains and think that they are solid, and they pass by like clouds, created
by Allah, who has perfected all things“. He is All-Aware of what you do.” (An-Naml
88). And Allah’s saying. “Indeed,
those who believe and do righteous deeds. We will not waste the reward of him
who does good deeds” (Al-Kahf 30). The Messenger of Allah, may Allah bless him
and grant him peace, said. “Allah loves that when one of you does a job, he

directed by our Master, the Messenger of Allah, to his entire nation. Urging
them to work and not be lazy. And urging them to master their work. It
motivates them to do so by linking mastery with faith, reward from Allah
Almighty, and His love.
In the 1980s, the concept of total quality emerged in the United States of America. The emergence of this concept led to the ignition of economic competition between the countries of the world. This competition led to Japanese industry sweeping the markets of the world, east and west, especially in the markets of third world countries.
The general concept of total quality
Quality is defined
as: “meeting and exceeding the beneficiary’s expectations.” Thus, the
beneficiary determines the required quality that meets his desires and achieves
his satisfaction. Here lies the challenge and difficulty in satisfying all the
beneficiaries, whose whims, desires, and personalities differ, and who belong
to different social classes. .
The concept of comprehensive quality in education
Comprehensive quality
in education is defined as: “a comprehensive and continuous method of
development in performance.” It includes all areas of educational work. It is
an administrative process that achieves the goals of both the labor market and
students. That is, it includes all the functions and activities of the
educational institution, not only in producing the service but in delivering
it. This inevitably involves achieving student satisfaction and increasing
their confidence and mproving the position of the educational institution
locally and globally. (Ahmed Daryas).
Comprehensive quality
in education is a working approach for comprehensive and continuous development
based on a collective effort in a team spirit. It is a modern administrative
philosophy that takes the form, approach, or comprehensive administrative
system based on bringing about radical positive changes to everything within
the organization. These changes include thought, behavior, values,
organizational beliefs, administrative concepts, administrative leadership
style, work systems and procedures, performance, and others.
Characteristics of the concept of comprehensive quality in education
The concept of
comprehensive quality in education relates to all the attributes and
characteristics related to the educational field The attributes and
characteristics that show the extent of excellence and achievement of the
results to be achieved. It is translating the needs and expectations of students
into specific characteristics. These characteristics serve as the basis for
generalizing the educational service and providing it to students in accordance
with their aspirations. This is why comprehensive quality seeks to prepare
students with certain characteristics that make them able to experience the
abundance of information, continuous processes of change, and tremendous
technological progress. As for education that is based on gaining knowledge and
listening, it is not of comprehensive quality at all. Rather, it is a waste of
time and money, and a sterile plant that bears no fruit or benefit from it
Basic aspects of the concept of quality in education
Definitions of quality in education include three basic aspects. Design quality means specifying the specifications and characteristics that should be taken into account in planning the work. Quality of performance means doing work according to specified standards. The quality of the output means obtaining an educational product and educational services. According to expected characteristics and specifications.
The concept of quality in education from an Islamic perspective
From an Islamic
perspective, the quality of education is defined as: “It is the translation of
the needs and expectations of the beneficiaries of the educational process into
a set of specific characteristics. And these characteristics form the basis of
the design of educational services and the method of performing work. The
services and performing based on this basis should meet the needs and
expectations of the beneficiaries. And in the meanwhile achieve the
satisfaction of Allah Almighty".
The concept of quality in higher education from a global perspective
According to what was
agreed upon at the World Conference organized by UNESCO on higher education,
held in Paris in 1998. It was stated that “Quality in higher education is a
multidimensional concept. It should include all educational functions and
activities. Such as: curricula, educational programmes, scientific research,
students, buildings, facilities and tools, provision of services to the local
community, and education”. It also includes “Internal self-development. Additionally,
it should sets recognized international standards for quality.
Attention should be
paid to the quality of school curricula in terms of content, purpose, potential
for achievement, and realism in meeting the desires of the beneficiaries. In
addition, attention should be paid to the quality of teaching methods and means
and methods of evaluation.
Its priority must always be working to achieve continuous improvement in
the educational processes. And education directed towards achieving improvement
in students’ abilities and skills on an ongoing basis.
In this context, the
quality of the curriculum means learning for the sake of mastery. To achieve
this mastery, the curriculum must be based on the philosophy of society and
achieve its goals. In order to achieve mastery, quality standards must be
applied. Quality standards aim to bring the learner, the curricula, and the function
and activities of educational system to the global standardes.
